Graham: You are the first person to bring this up - I was not aware of any expected change here - and do not see anything in the release notes (2.19.0 <https://osgeo-org.atlassian.net/jira/secure/ReleaseNote.jspa?projectId=10000&version=16814> | 2.19-RC <https://osgeo-org.atlassian.net/secure/ReleaseNote.jspa?projectId=10000&version=16766> ).
I would ask you to try updating step by step, 2.18.1 --> 2.18.2 --> 2.18.3 --> 2.19.0 to see if we can catch when this regression was introduced.
