That was the problem. I grabbed the keycloak jar directly from sourceforge
instead of https://build.geoserver.org/geoserver/2.19.x/community-latest/ and
missed the other 46 related .jar files.

This indicates Geoserver is missing the keycloak dependency or the
keycloak dependency you usedis out of date and does not provide the
class org/keycloak/representations/adapters/config/AdapterConfig
Just adding the geoserver jar isn't enough I think, check the
documentation on how to install
