You will need to use a URL of https://api.os.uk/maps/raster/vi/wmts?key=zzzzzzzz - and possibly add &service=wmts&request=getcapabilities&version=1.0.0 to be sure of getting a capabilities document back.
I've not yet bothered to get an API key for the OS services so I'm not sure if it will work or not. If it doesn't can you turn your logging level upto GeoTools developer and send us the relevant part of the log file.
