Understood. We probably should flag that though (i.e. tell the user to install 
and restart the GeoServer installer. I think there is a non-default option to 
set registry keys on OpenJDK install, and those keys could be rescanned, but 
probably won't work for the common case.

Indeed, although I thought we were getting that fixed (hence the future 
change). Interestingly, https://docs.geoserver.org/ does work OK, and that 
might be a useful alternative or addition.
