I noticed the same problem when I upgraded from 2.18.2 to 2.19.0 I created an 
issue in JIRA for it which has been put into the wish list. Here is a link to

Is this a bug or is it the intended way of the proxy functionality which 
changed in the new version?

To reproduce:

-setup a tomcat with an Geoserver instance and enable the proxy url
-connect via localhost and try to login
-get redirected after login to the proxy base url

I could not find anything in the issue tracker / mailing list therefore, I am 
asking here 😊.
If anything else is needed to reproduce this I will try to provide it.
