I would recommend CSVPPIO (./extension/wps/wps-core/src/main/java/org/geoserver/wps/ppio/CSVPPIO.java) for a simple example of using a datastore to read and write CSV data. You are looking for the decode and encode methods. There is also an associated test class that shows how to use them programmatically.
