We are waiting on planet to transfer the geoserver org domain to the open source geospatial foundation.
Until then we can upload, but not remote, documentation pages. The geofence module started off as a community experiment, one of the things a community module has to accomplish before being donated to the geoserver project is writing some documentation. When the geofence module graduated the docs were moved from community section into the main manual (rest api docs in this case).
