All project artifacts of Geoserver and Geotools are hosted on the osgeo
repository repo.osgeo.org,
note that this does not include all dependencies, I'm not sure what
maven.geosoutions.it provides that isn't provided by osgeo and you've
failed to provide any details on what you're trying to accomplish.
