GeoWebCache can already use a MBTiles file as the source for a tile layer <https://github.com/GeoWebCache/geowebcache/blob/main/geowebcache/mbtiles/src/main/java/org/geowebcache/mbtiles/layer/MBTilesLayer.java>... if you need to cascade a XYZ service it would be similar I guess, but code needs to be written in order to support it. (would be a new tile layer module in GWC).
