I doubt it as once you have changed the style all the tiles would need to
be recreated because they (may) look different now

Again GeoServer has no way of knowing (without a lot of work) which tiles
are invalid with a style change so it needs to redraw all of them

I'm not sure what else you think could happen if you change the style of a
layer?
