Funny enough, I was wondering some days ago if we could move the WCS 1.0 and 1.1 out of core, and make them optional extensions (still part of releases, just not in the base package). After some checks, I've found that QGIS WCS support is still limited to 1.0 and 1.1 <https://github.com/qgis/QGIS/issues/45584>, so...nope, they have to stay in core.
