Hello
I just looked up a style with only a TextSymbolizer, and it’s represented in
the Legend, if you have values in the name or title tag.
If you want the <VendorOption name="inclusion">mapOnly</VendorOption> to
overrule it so you still have values in your name and description tags, but the
rule is not precent in the legend you need to set it out side of the
TextSymbolizer.
ex. (here in version 1.1.0)
</se:TextSymbolizer>
<se:VendorOption name="inclusion">mapOnly</se:VendorOption>
</se:Rule>
On version 1.0.0 it will not validate, but it will work..

Text symbolizers are not being represented in png legend anyways, as far as I
know?
Unless... are you talking about the JSON legend output format?
