I have just been looking at this too. I found the validation fails but the legend is modified according to the VendorOption and the style can be saved.

In the meantime, you can probably fake it by having two rules, one intended for rendering (using a vendor option named inclusion=mapOnly) and a separate one only for the legend (inclusion)legendOnly).
