We've recently upgraded from Geoserver 2.21.0 and our previous styles that used 
ExternalGraphics with absolute (not relative) URLs are now failing and 
rendering grey boxes.

Here is a simple sld that drew the legend and rendered in wms fine, but no 
longer works in 2.24.0. Is this a known issue with this Geoserver version, or 
has something changed in the sld requirements between versions 2.21.0 and 
2.24.0?
