There are a number of community modules to support clustering, using
different techniques to communicate changes between nodes.

But these are community modules (so they have are seeking developers and/or
funding - and have not attracted sufficient investment to meet
documentation / testing requirements to be included out of the box as a
geoserver extension).

Given your experience in setting up everything thus far perhaps you are in
a particpation to contribute? Community modules are available as nightly
builds (for feedback), or you could download the GeoServer 2.21.1 source
code and build the community modules for that specific release.
