Well the query should be okay as it does take 25+ seconds to process before returning empty response. The same query returns valid responses when zoomed in with fewer features.

You may wish to try the queries by hand; there is a demo test page to do so.

Make sure your request gets some content before trying to troubleshoot open layers.
