Yeah, that's the cool part. Despite the OGC including this new URI format as a means of describing CRS information, the file does not *exist*. Really, it is true, on purpose, not on accident!

One possible path is to create an AuthorityFactory wrapper, which wraps an other authority factory and reorder all axis in some specified order. I realize that something like this will be necessary at least for compatibility with code expecting epsg-wkt axis order.

I will open a JIRA task. If peoples have other idea for this issue, comments are welcome.
