Thanks Paul, glad to know that more people in GIS are insane (not just
the open source developers around here). Martin - could epsg-hsql
support this format right now? It does produce a CRS with the ordinates
in the correct order ... or does this break our assumptions about
"Authority".
Evil idea - consider it the "http:" Authority ....

One possible path is to create an AuthorityFactory wrapper, which
wraps an other authority factory and reorder all axis in some
specified order. I realize that something like this will be
necessary at least for compatibility with code expecting epsg-wkt
axis order.
I will open a JIRA task. If peoples have other idea for this issue,
comments are welcome.
