http://svn.geotools.org fails for me too (as well as www.geotools.org
and maven.geotools.org). However, I wasn't too concerned because I use
the following URL instead:
http://gtsvn.refractions.net/geotools/trunk
http://svn.geotools.org/trunk is actually an alias for the above-cited
URL. You can change yours repository URL (without the need for a new
checkout) using
svn switch --relocate http://svn.geotools.org/trunk
http://gtsvn.refractions.net/geotools/trunk
(you may need to verify the actual URL; I just wrote the above ones from
memory).
