If you don't care about the Time Reference System, stop reading.

I've been trying to figure out how to index a coordinate system with time.
OGC hosts many documents which reference the temporal schema (19108), but
they do not host the temporal schema itself.

ANSI is selling ISO 19108 for $18.  I think this is a typo (should be
$118), but it's a typo that their web store is billing at face value. :)
If you were thinking of getting it but were deterred by the cost, go to
http://www.ansi.org/, click on "eStandards", search for 19108, and select
the INCITS/ISO 19108:2002.  See if you can get them to throw in a toaster.

 (For those who are wondering why I care: consider that the "evaluate"
method of a Coverage takes a DirectPosition, which is an array of doubles.
So what is the unit of the time axis?  Absolute time?  A time interval in
years, months, days, seconds, or timesteps?)
