Implement the designed Reader/Writer framework on the coverage side. These are
not the plugins themselves. The reader/writer framework should be able to
accept metadata regarding CRS and produce CRS objects. This reader/writer
framework also takes care of the translation between grid indicies and CRS
units. Ergo, plugins only have to know about indicies.
