Um Ian, I doubt Dave's label placement code is error. My understanding is that Label Placement is a bit of a "magic occurs here" issue, and fleshing out the boundary allowing SLD authors to interact with a placement algorithm is probably a good thing.

Thus my 2 cents places this as an SLD issue? I was voting -1 based on fixing geotools interaction with SLD specs, not the subject matter of the patch.

    Hey all,

I guess since I wrote this patch I ought to defend it a bit, at the
least just to play devil's advocate!

Sorry for the delay in replying - I'm in the process of emigrating and thus am a bit busy :-)

First off, to address Ian's point, the label-shield patch improves
symbolization over a pair of symbolizers by allowing the graphic to
appear directly underneath the label in all cases. For example, how
would you symbolize a labeled interstate freeway with an interstate
shield underneath which has three labels along it's length? Something
like the attached image isn't possible (as I understand it) to render
    on-the-fly with just two symbolizers.

Now I understand what you are trying to acheive! This is about interacting with Dave's label placement code, in which case we're not in sld anymore! I'm happy to see this patch go in though I only vote 0 as it might really be better to fix the label placement code. However if this is too difficult or technically impossible then let us know and James or I can take this change to the SLD revision working group.
