Move the AUTO factory from plugin/epsg-wkt to module/referencing

The goal is to separate the AUTO factory from epsg-wkt (for now, a user who
wants to use the AUTO factory is forced to use the epsg-wkt factory). Since the
AUTO factory is raisonably small (17.2 kb of compiled, uncompressed class
files), I guess that it is okay to put it straight into module/referencing.
Note: the WMS specification do a straight duplication of AUTO for WMS 1.3.0 as
AUTO2 (we looked and could not see what they changed).
