This is a very interresting comment, since also tend to see Coverage as a kind of Observation :). Actually, we handle it that way in an internal program in our laboratory. I have not yet offered the code to Geotools mostly because I'm not yet sure what an observation should look like in the Java world. Last time I looked, the OGC "Observation and Measurement" discussion paper was still somewhat vague.
