I modified the Geotools homepage so it proudly announces 2.2.x as the
stable branch.

I also added two wiki pages - [2.2.x] and [2.3.x].

2.2.x has some info about 2.2.x and what the plan for it is.  Its a wiki
so you can modify what I said.  There's a few sections that need
filling in.  Add more sections if you want.

2.3.x is just a placeholder, but I hope someone will fill in the
expected development, etc... for it.

Unfortunately, 2.2.x isnt currently building on my machine (others are
having problems too).  When it does, I'll branch geoserver trunk and
move it to 2.2.x. I'll fill in the "transitioning from 2.1.x to 2.2.x"
section on the wiki as I do this.

I'm planning on setting up a geoserver site near the end of next week,
so I'll do some testing then.  Brent will hopefully be back from
holidays around then, and I'll get him to do some more testing.  We'll
make a 1.3.0a-Experimental for others to test on.  If everything goes
well we'll move trunk to 2.2.  The first "offical" 2.2 based release
will be 1.3.1.

NOTE: 1.3.1 will probably be scaled back from whats currently in JIRA,
but there are already a bunch of good fixes from 1.3.0.
