On a related note: who within the government signs an agreement for me?  My
current understanding is that Congress made my work PD before I was born,
and that it would take a further act of Congress to make specific
agreements with particular entities.  Should I host my own copy of
contributed modules on the Gov't website and a second copy inside GeoTools,
where I hear that it's going to be re-branded from PD to LGPL (e.g.,
claiming exclusive ownership of something that's publicly owned)?  As I
understand it, there needs to be a way for people to get a copy of my stuff
that's not encumbered.

So I guess that's two questions: 1] is a formal employer's agreement
necessary with the US Govt; if so, with whom, at what level?; 2] Am I going
to need to keep a synchronized, unencumbered copy of my work external to
GeoTools, within which it is apparently considered to be "owned" by some
organization?
