Since Andrea does not have time to work on geotools these days I am
cleaning up the following issues:

Andrea was also listed as the default assignee in Jira for:
- legend
Since this module is unloved Andrea, may we consider dropping it? As I
recall it still has a dependence on the legacy apis and would be up for
removal anyways...
