I am not sure if that really exists for down load ... I have many geoapi
snapshots in my directory but not that one.
It is available in a Maven 2 repository there:
http://maven.geotools.fr/repository/
(subdirectory org/opengis/geoapi)
Maven 2 should download it automatically if the above address is listed in the <repositories>
section of the pom.xml file.
