You are right they look similar! :-)

GeoAPI is interfaces only. It defines an open standard for behaviour but
does not actually provide implementations of that behviour.

GeoTools tries to implement the GeoAPI standard.

However, because both are being developped at once, the situation is
currently a bit confused. Geotools does not implement all of the
existing GeoAPI and occasionally duplicates interfaces. If you want to
create software, you have to use Geotools which depends on GeoAPI, so
you will end up using both. ;-)

sorry for the confusion. The process is taking a long time and will only
