Geotools 2.2 introduced OrderedAxisAuthorityFactory for forcing CRS creation to
(latitude, longitude) axis order. However, this axis order is currently forced
through a call to OrderedAxisAuthorityFactory.register("EPSG"), which have a
system-wide effect. This method should be deprecated in favor of a
FORCE_LONGITUDE_FIRST_AXIS_ORDER hint, which can be applied by the user on a
case-by-case basis.

This is a blocker issue for use of gt2-epsg-hsql factory (or similar) in the
context of web services prior to WMS 1.3.0.
