There's been a bit of work wrapping 19107 in JTS objects on a branch.

(I think that's the latest work). Sys technologies I believe the
original work, and a few gt community members have been enhancing it.
I want to be able to use 3D objects with Geoserver and I want to get the
more information as possible to help me achieve this task.
I don't think that much has been done on really getting the 3d stuff in,
I think this is just wrappers of JTS in 2d. But it might get you
started. And there are no GML outputs for the geometries. Do keep us
posted on your progress with GeoServer, it could be a nice feature,
especially when combined with Google Earth output. But it may be a
decent bit of work to really get it working right.
