Maven never fails to drive us all nutters...

I seem to recall that we used to define geotools jars in the 
dependencyManagement section of the root pom, and therefore had many 
fewer instances of the "2.2-RC4-SNAPSHOT" or whatever in each pom (as 
the version number was inherited from the dependencyManagement 
elements).  Did we intentionally change this, is this part of the 
maven-release plugin's despotic regime, or was this part of a 
maven-induced hallucination?
