I did turn up a couple interesting things - say in StringUtils.java > Copyright (c) 2003, Ministry of Sustainable Resource Management > Government of British Columbia, Canada My understand is that this code was written for JCP (a GPL project?) but Refractions retained copyright and was able to donate the code to GeoTools PMC. I have tried to update the headers to reflect this, please review. Q: Do we need to go back over the headers adding in (C) 2003, MSRM etc...? Please advise, and read over the review.txt.
