Hey Jody, everyone,

So I became foolhardy and did the cleanup without a backup. Here's the
scoop.

Everything is now under Home/. At the top level we have
        Project/ (About geotools itself)
        Use/
        Development/
in parallel with the navigation bar plus
        Reference/
        Resources/ 
which I'm not yet sure how to file.

All of the core info about the website itself, including Navigation and
Index, is under
  Home/Project/Websites/

Project/ 
This will be cleaned as time permits.

Use/
This is going to be the focus of my upcoming work, focusing especially
on Use/Tutorials/. The latter is already in the order of the User Guide
chapters and I'll work to cull and merge these two.

Develop/
This is left as an exercise for Jody.


Jody, 

you've got some work to do cleaning up Home/Development:
     1. Home/Development/Modules/ has two (2) Coverage modules. You have
        to decide which you want to keep
     2. Home/Development/Module+Matrix may not belong there. If not move
        it.
     3. Home/Development/00+To+File contains pages which belong
        somewhere in Development, either RnD or historical or trash, and
        I'm not going to decide for you.
