If you dont already have a codehaus account ( differnt from jira,
confluence, or subversion ) then you need to signup here.

Once you have an account, you can request to join the geotools project.
You can do that by going here:

https://xircles.codehaus.org/projects?letter=g

Scrolling down to geotools and clicking join.

After that, James ( the project despot ) needs to approve your access.
Then you should have access to webdav, etc...

Aside is james still interetsted in being a despot on the project. If he
wants to step down I would be happy to do this since I am doing it for
geoserver. If so james just has file a haus chore to make me ( or
whomeever is suitable ) as a new despot.
