My limited understanding is that we would need to implement a modified 
WKBReader to work with the PostGIS extentions to WKB.  We may want to 
ask Kevin if he has a WKB reader available from the same spot he found 
his Encoder, or talk to Vivid.

I know GPL was mentioned a couple times in third party reviews over the 
last year, I had assumed a module maintainer was taking responsibility 
(I know it happened for shapefile).
