I confirm. The Geotools hard-coded constants like DefaultGeographicCRS.WGS84 
are used in many 
internal computations. No matter what the user CRS is, Geotools performs many 
of its internal 
computations in (longitude,latitude) order (swapping automatically the axis 
when needed), and the 
pre-defined constants reflect that fact. They are not expected to change.
