Yes, this class didn't existed before the coverage branch merge.

The "Interpolate" and "Resample" operation were documented in OGC spec., and
their javadoc is
partially a copy-paste-edit from the spec. Other operations were not in the
spec, so the header
doesn't mention them.

Yes, I know those guys. This operation was written as part of a contract.
