You can distribute the gt2-arcsde.jar, just not the ESRI jars it depends on. Since we can not distribute these jars to developers the code is no longer included in geotools builds (or releases), the moment somebody spends 2 hours making a "stub" jar (as was done for oracle), we can have everything working again.
