The situation is not likely to improve right now, our existing sponsors are much more concerned about quality then a user community, if you can think of another angle to pursue this problem I am all ears. Future funding opportunities with OSGeo look to be about as much volunteer effort as it would take to update the documentation (the foundation is lurching into existence as we speak). Asking users to share notes on a wiki has worked when there was an editor to oversee the process.
