Well, to the extent that they are not part of the code, but useful
things for working on the code, they are tools. We will have lots of
different kinds of tools, some to work on code some to work on poms,
some to take over the world. So I'd like

$gt_tool_dir/

of whatever name. Below that we could certainly do 
ide/eclipse
ide/netbeans

if people would like. 

Are you worried about users not finding the eclipse files if they are
not at the top level?
