Clean the developers list in root pom.xml

The {{pom.xml}} file in the root directory lists a lot of developers. Initially 
we rounded up everyone in the community - wanted a single list punted out from 
the maven cite target. But this list is now obsolete since many new developers 
and contributors are not listed there. Anyway, listing all developers in the 
root {{pom.xml}} file probably doesn't have a lot of sense since the root 
directory doesn't contains any code.

We may consider to list the PMC, because they have the responsibility for the 
build system. But even the PMC is a changing group.

Should we delete all developers listed in the root directory, and list them 
only in the {{pom.xml}} files in specific modules? Or should we list PMC only?
