PostgisDataStoreAPIOnlineTest failing testOidFidMapper against postgres 8.x

OIDs are going the way of the dodo in Postgres, and the testOidFidMapper fails
if run against a recent Postgres release.
A simple fix for this is to add WITH OIDS to all create tables in the test
setup. I've checked, CREATE ... WITH OIDS is supported even in Postgres 7.3,
so it shouldn't be a problem
