Back in September I put out a GTSteering document with a couple of ideas 
on how we could improve our game to support the applications that make 
use of GeoTools.  Some of those ideas came to a head today during the 
GeoServer meeting.

What I would like to do is have GeoServer trunk and uDig trunk track 
GeoTools trunk. GeoServer is the more important of these two for the 
following reasons:
- the project is driving current development with WCS and OWS4
- it has a valued safety net in the form of CITE tests that may catch 
errors our own test cases do not

To be fair uDig also has value: it is better at making performance, 
scalability and configuration problems quickly apparent.

There are a couple things we can do to help this process along (if you 
all agree this is a worthwhile goal):
- make scheduled releases off of trunk
- repeat the process of creating the GTSteering document (ie planning 
and communication); possibly with a formal process for planning so this 
can be transparent

There is also some difficulty with this idea in the short term; our 
library has some problems of scope with respect to the current feature 
model - although we can probably hack around and offer a smooth 
migration in this exact case - I am not sure we always will be able to 
do this.

In such cases we will need to coordinate with applications such as uDig 
and GeoServer (as long as they are the ones driving the change this 
should be fine, and if we have monthly releases they can stay behind for 
a couple weeks during any period of transition).
