Folks,

If the GeoTools PMC can find someone willing to take responsibility for
this activity, and to consider and possibly apply my feedback to Adrian on
his proposal, I'd be willing to take the proposal to the foundation lawyer
for consideration.

If no one is willing to take it up, then I will work on a revision to the
document listed in (2) above, and then offer that to the GeoTools PMC as a
possible document propose to contributors.

The document in (2) was produced by Rich Steele and is presumably a valid
legal document.  My main concerns with it relate to circumscribing and
describing what code is being assigned.

In any event, I plan to use a variation on (2) for GDAL - at least for
myself.

Keep in mind that GeoTools does not *need* to assign copyright to OSGeo,
nor have any sort of contribution agreement if it doesn't want to.  But
if not, I think the project should straighten up the copyright claims
within the source code since copyright cannot be held by an entity with
no legal existance (ie. the GeoTools Project).

Adrian, thanks for all your effort on this.  I know it has been frustrating.
