Hey all, TOPP is applying for a grant from the US Federal government
that would allow us to build a WFS 1.1 datastore and GML 3.1.1 parser
capable of handling the FGDC 'framework' data layers. This would also
fund at least some work to help get the complex feature model on to trunk.
I've asked for a letter of support from OSGeo, and Frank said it'd be
good if the letter came from the GeoTools PSC, with endorsement from the
OSGeo board. I've come up with some sample text, which it would be
great if we could approve. It's just seeking to make a bit explicit the
general benefits of open source development, and to help them see that
it will have a wider impact. I just came up with the text, and can
change things around if need be. But I'd very much like some support
from the GeoTools PSC, to at least say this would be a nice thing. The
parts in << >> are basic text that I may have OSGeo include, but from
the GeoTools side it's just the other parts of the text.

The GeoTools Project Steering Committee has met and we would like to
express our wholehearted support for your proposal to build an open
source client for FGDC Framework data through Web Feature Service and
GML 3.1.1 built upon GeoTools. We understand that a major portion of
this work will be contributed back to the GeoTools project, as a generic
Web Feature Service client capable of handling WFS 1.1 and at the very
least the required FGDC Framework data layers.
We believe that the WFS 1.1 datastore and GML 3.1.1 parser built by

Program will be widely used, not just in the uDig client targeted by the
grant, but also by any other Java-based project. Additionally it will
allow an improvement in the core Feature Model to handle the Framework
Application schemas, which has long been a goal of the GeoTools
community - to be the best parser and toolkit for handling complex GML
and putting it in to a useful object model. We believe this work have
an large impact past the immediate funding, as GeoTools is liberally
licensed to allow for even commercial implementations to build upon the
same library.
The GeoTools community pledges to continue to maintain the work
completed for the grant, making it available to any potential users of
the library for the indefinite future. The GeoTools Project Steering
Committee also agrees to assist The Open Planning Project in integration
to the core library, offering code reviews and advice to make sure that
it becomes a core part of the library. TOPP has long been a core
contributor to the GeoTools Project, and we anticipate a very healthy
working relationship.
<<The board of the Open Geospatial Consortium (OSGeo) has also met, and
gives their full endorsement to this project. When the project is
completed OSGeo will promote the work done as part of the Cooperative
Agreement Program to the members of the wider open source geospatial
community. The board is pleased to see this work taking place, and
believes it has the potential to have a large impact not only in the
open source world, but in the geospatial software world in general>>.
