Hmmm.... I was thinking of exactly the opposite? That is, give it a module, and split out the Filter XML parsers as modules too... Oh wait, in unsupported the new filter parser is already a separate module (gt2-xml-filter). When that work will be merged into trunk I guess we'll probably want to remove or split out the old filter and gml2 parsers, no?
