Yeah, usually we don't write error messages for an interactive dialog 
box, but only as a reference in a log file. I never made java exception
messages pop up to the user in my interactive apps.

I don't really think we have a formal procedrue. It's about user asking
for them I guess, if a plugin stays long enough in the extra ones and
does not cause much troubles, I think it gets promoted to the standard
distribution. Not sure thought, Chris?
