AttributeType min occurs should depend from nullability in the current feature

Given our current feature model, max occurs is alwasy one, whilst
min occurs should be 0 for nullable types.
Most datastores now do not provide an information about max and min occurrs,
the attribute factory should not default to minOccurs = 1, but use nillability
to
decide on 0 or 1
