I moved the cql to  /modules/library in my workspace, I am expecting the user 
to commit it. 

Gabriel said me, Paul Ramsey  is the responsible to create user for 
svn.geotools.org. Is that right? 

Additionally, if all people agree, I could change the package name 
to "org.geotools.filter.text.cql2 "  taken in to acount
